PROBLEM TO BE SOLVED: To safely generate and share a key in a group even without knowing terminal identifiers of all members of the group. SOLUTION: In a network which is comprised of terminals each holding an address book of terminal identifiers different from a terminal identifier used for communication and in which encrypted communication can be performed without pre-communication between terminals of which terminal identifiers are registered in said address book, the terminals capable of performing encrypted communication with each other, are grasped using said address book, and the common key in the group is generated and distributed using an encrypted communication route in the group represented in a tree structure. Furthermore, the terminals capable of performing the encrypted communication with each other are made reliable and a routing table is reflected with reliability. The key in the group can be generated and shared even without knowing terminal identifiers of all the members of the group.
