PROBLEM TO BE SOLVED: To avoid a situation as much as possible in which a mobile station can not receive services due to the lack of resources at the time of the entry to the service caused by concentrated position registration to a specific base station in a radio telephone system. SOLUTION: The radio communication system has a cell configuration in which a high-output base station and a low-output base station are mixed. When the position registration is executed to the base station in an area where the mobile station exists, and radio communication is executed between the base station to which the position registration is executed, and the mobile station, the number of the mobile stations subjected to the position registration to respective base stations are counted, and notification information indicating that the base station is in a state of excessive position registration, is transmitted to the mobile station in the area on the basis of the counting results. The mobile station, for example, avoids the base station in the state of excessive position registration on the basis of the received notification information, and selects a base station to which the mobile station executes the position registration.
