PROBLEM TO BE SOLVED: To realize embedding an electronic watermark into text data, and correlate the watermark with an original printed material if the printed material is copied by detecting the watermark. SOLUTION: An electronic watermark embedding setting section 44 identifies a text part by applying wavelet transform, and performs setting so that electronic watermark information is not embedded near the text. An electronic watermark embedding section 43 embeds the electronic watermark information into the text data according to the setting. The setting is performed by calculating the degree of change in a pixel value in two pixel square of target pixels to extract the contour of the text part, or by calculating the degree of change in a pixel value of adjacent n-pixels around the target pixels to determine whether or not the electronic watermark should be embedded into the target pixel.
