<p><P>PROBLEM TO BE SOLVED: To provide an image encoding technique, an image decoding technique, and an image display technique with which an image including a plurality of areas differing in picture quality can be encoded, decoded and displayed. <P>SOLUTION: A wavelet conversion part 10 subjects a source image to wavelet conversion and a quantization part 12 quantizes a wavelet conversion coefficient. An ROI selection part 18 selects a plurality of areas of interest in the source image and a ROI priority setting part 19 sets priority among the plurality of areas of interest. A low-order-bit zero-substitution part 24 substitutes zero for low-order bits of wavelet conversion coefficients corresponding to non-interest areas and the plurality of areas of interest.
