<p><P>PROBLEM TO BE SOLVED: To provide a highly reliable process monitoring and control device that excels in operability, eliminating restrictions of a monitoring range by a pop-up appearing on a screen of a system diagram. <P>SOLUTION: A monitoring screen display processing means 17 displays a system diagram screen of the system composed in such a manner that a plurality of instruments to be monitored and controlled are connected by a device (a switch) on the display device 13a of the two display devices 13, and displays a common monitoring and control screen for main instruments of the system on the other display device 13b. An input point processing means 19 moves an input point of an input device 4 across the system diagram screen and the common monitoring and control screen for main instruments. When an operation instruction is inputted by the input device 4 on the system diagram screen, a pop-up display processing means 22 displays the pop-up related to the operation instruction in a predetermined nondisplay area on the common monitoring and control screen for main instruments.
