<P>PROBLEM TO BE SOLVED: To reliably carry out satisfactory start-up by preventing the influence of an off-gas to the utmost even in the abnormal stoppage of operation. <P>SOLUTION: Before the start-up of a domestic fuel gas refining system 10, the pressure of the individual adsorption towers 60a to 60c of a PSA (pressure swing adsorption) mechanism 42 is detected with pressure gauges 62a to 62c. When it is judged that a tower, for example the adsorption tower 60b, having the detected pressure higher than a normal pressure exists, the residual gas corresponding to the excess pressure in the adsorption tower 60b is supplied to a combustor 20 for combustion and discharge.
