PROBLEM TO BE SOLVED: To provide a turn panel having a small number of components and easy to lay, and a method for laying a floor heating panel using this. SOLUTION: A linear panel A has 8 heat medium tube-embedded vertical grooves "a" engraved thereon in parallel to each other at certain intervals. The turn panels B11 and B12 are made possible to U-turn by vertical grooves "ba" corresponding to the vertical grooves "a" engraved on the linear panel A, and lateral grooves "bb" engraved while linking these vertical grooves "ba" in the lateral direction and/ or an arc.
