PROBLEM TO BE SOLVED: To realize a printing controller which can express a high tone (for example, seven tones) unable to be expressed by a predetermined bit number to a medium while a head capable of forming dots of different sizes on the basis of dot information that expresses the sizes of dots to be formed to the medium by the predetermined bit number (for example, two bits) to the medium is divertedly used. SOLUTION: The printing controller with the head capable of forming the dots of different sizes to the medium on the basis of the dot information that expresses the sizes of dots to be formed to the medium by the predetermined bit number has a tone information outputting part and a converting part. The tone information outputting part outputs tone information that expresses a tone of pixels for constituting an image by a bit number larger than the predetermined bit number of the dot information. The converting part converts the tone information outputted by the tone information outputting part to a plurality of the dot information.
