PROBLEM TO BE SOLVED: To easily and inexpensively treat wastes such as paper diapers and medical appliances of which disposal is troublesome in a medical institution and wastes such as waste plastic in a factory and the like without causing pollution. SOLUTION: A combustion chamber 4 is installed to burn and heat a treatment gas generated in treating a combustible waste excluding chlorine-containing plastic such as polyvinyl chloride and a chlorine-containing compound, by a combustion burner 16 at a temperature near 900°C in the combustion chamber 4 of a small space of secondary combustion, a plurality of diverting partitions 19, 20, 21, 22, 23 for diverting the treatment gas to a treatment gas flow-out part 5 of the combustion chamber 4 are mounted to allow the treatment gas to stay in the combustion chamber 4 of the small space for 2-3 seconds, and the diverted treatment gas is cooled and discharged. The treatment gas is circulated over the horizontal direction to the treatment gas flow-out part 5 at the back of the combustion chamber 4 of the small space, and the diverting partitions 19, 20, 21, 22, 23 are arranged in the vertical direction and the lateral direction to vertically and laterally divert the treatment gas at the horizontal part.
