The device has an offset control unit (30) manually actuated to produce a command for opening or closing of a sealing body. A mechanical transmission unit (50) transmits the command from the unit (30) to an actuating unit (40) via a sheathed actuating cable (51). The unit (40) allows the body to pass to respective configurations for allowing and preventing circulation of fluid when the unit (40) receives opening and closing controls. An independent claim is also included for a method of assembling a control device for a sealing body.
