The base has a printed circuit (4) with LEDs (L), supplied with electricity by a transformer or rechargeable batteries, and a charge regulator that assures and controls recharging of the batteries by reversing direction of current. A switch for selecting lighting zones, a supply base plate permitting to connect the transformer, and an indicator lamp indicating charge function of the batteries are disposed on external part of the base.
