The server has a transmission control protocol/Internet protocol (TCP/IP) interface and two applications communicating with a radio network controller (12) and a storage unit. The storage unit stores co-relation between wireless reception parameters observed along propagation channels between mobile terminals (14, 14a, 14b) and base stations (13), and data localizing the mobile terminals within a cell of a cellular network. Independent claims are also included for the following: (A) a process for acquiring parameters in a cellular mobile telephone network (B) a mobile radio communication terminal including a measuring unit and a transmission unit (C) a process for controlling resources communicated between a mobile terminal and an infrastructure of cellular radio network (D) a controller for a cellular network controller.
