APPARATUS AND METHOD FOR CODING MOVING IMAGE, AND MOVING IMAGE CODING PROGRAM

PROBLEM TO BE SOLVED: To provide a moving image coding apparatus, moving image coding method and moving image coding program suppressing a processing period of time for optimally controlling quantization noise by preventing the quantization noise from spreading while maintaining consistency of a coding device with a decoding device.

SOLUTION: This moving image coding device is provided with an inputting means for inputting a first image and a second image which are temporally adjacent to each other in a plurality of images constituting a moving image, a time direction band dividing means for dividing the first and second images into a time direction high frequency band signal and a time direction low frequency band signal, and a coding means for coding the time direction high frequency band signal and the time direction low frequency band signal by a prescribed method to thereby generate a compressed high frequency band signal and a compressed low frequency band signal. The time direction band dividing means includes a decoding means for expanding the compressed high frequency band signal to thereby generate a decoded high frequency band signal and generates a time direction low frequency band signal from the decoded high frequency band signal and either the first or second image.
