PROBLEM TO BE SOLVED: To provide an equipment management system for disaster prevention facilities that has a high operational reliability and is capable of monitoring and controlling monitored equipment dotting wide areas, of avoiding expensive costs of introductions and operations of equipment, and of taking prompt and finely-tuned response when disorders of the monitored euipment attributable to lightning occurs. SOLUTION: A branch IP network gives and receives monitoring and controlling data connected with a remote monitor and control system that establishes a parallel connection using a multiplex wireless network 6 and a main IP network 5 between a plurality of base stations 2 having a feeder IP network 7 that establishes the connection between an equipment server 15 having a Web server function and a plurality of Web terminals 31. The monitored equipment 18 via the equipment data collection device 15 and a video image/audio data collection device 16 are connected to the branch IP network. Further, a lightning detecting device 100 and a self-checking device 102 for activating when a lightning is detected and determining whether abnormal or not are provided in the monitored equipment 18.
