PROBLEM TO BE SOLVED: To provide sampling rate converter and converting method of performing conversion between sampling rates of two different clocks, with high precision. SOLUTION: The sampling rate converter comprises an FIFO for storing first data by a first clock signal, outputting the first data as second data by a second clock signal, storing the first data written, immediately prior to by a write control signal and outputting the second data by a read control signal; a frequency-detecting section for generating a first current clock frequency, by measuring the first clock signal during current period, generating a current prediction clock frequency from the first current clock frequency and a previously predicted clock frequency and using the current prediction clock frequency as the previous prediction clock frequency in the next period; and an operating section for outputting the first data to the FIFO, generating the write control signal and the read control signal from a second current clock frequency generated by measuring the second clock signal during current period, and the current prediction clock frequency and outputting the control signals to the FIFO.
