PROBLEM TO BE SOLVED: To provide a network capable of allocating an IP address to a user's home to which the IP address is to be allocated without allocating an IP address only to an apparatus of a MAC address registered in advance. SOLUTION: A layer 2 processing section 45 grasps at which position of LAN interface sections 46-1 to 46-n a packet is transmitted/received, and an IP routing section 43 applies routing to the IP packet received by the LAN interface sections 46-1 to 46-n and a WAN interface section 44. Upon the receipt of an IP address allocation request from the layer 2 processing section 45, a DHCP server function section 41 confirms a VLAN or the LAN interface sections 46-1 to 46-n, and allocates the IP address to each of the VLAN or the LAN interface sections 46-1 to 46-n according to the number of allocated addresses set to an address management database 42.
