PROBLEM TO BE SOLVED: To provide a method capable of manufacturing a foldable mat at a low cost. SOLUTION: At the time of laminating a sponge-like foamed synthetic resin plate 3 having a required thickness and elasticity on the back surface of a surface sheet 2, the foamed synthetic resin plate 3 is divided into a plurality of plate pieces 3a, 3b and 3c, the plate pieces 3a, 3b and 3c are laminated on the back surface of the surface sheet 2 at prescribed intervals between the plate pieces 3a, 3b and 3c with each other so that a mat 1 in which the plurality of plate pieces 3a, 3b and 3c are laminated on the back surface of the sheet 2 is made to be foldable to the back surface side at parts between the plate pieces 3a, 3b and 3c, and the foldable mat 1 is manufactured.
