PROBLEM TO BE SOLVED: To reliably and efficiently paste scooping paper to the frames of scooping implements without any danger in work. SOLUTION: A rolled web (M) of scooping paper (B) is intermittently transferred between a heat plate (20) and a metal mold (37) at a regular pitch. During its transfer, the frame (1) of a scooping implement (A) is inserted and set in the a metal mold (37). During its halting, while a paper pressing plate (30), lowering with the heat plate (20), is elastically pressing the rolled web (M) to the upper surface of the metal mold (37), the lowering heat plate (20) cuts out scooping paper (B) in a leaf shape from the rolled web (M) by friction with a heat plate receiving opening (40) of the metal mold (37) and approximately simultaneously presses the cutout scooping paper (B) in a leaf shape to frame (1) of the scooping implement (A) by the heat plate (20).
