PROBLEM TO BE SOLVED: To reduce the traffic of VLAN inter segment communications between a layer 2 switch having a VLAN inter segment transfer function and a router, to reduce the process load of the router and to simply and quickly transfer packets between the VLAN segments. SOLUTION: A host terminal 101 sends an address solution request packet or neighbor search request packets Q(1), Q(2) to a host terminal 103, and the host terminal 103 sends response packets R(3), R(4) to the host terminal 101. The lower 2 switch 200 snoops the packets Q(1), Q(2), R(3), R(4) to learn the correspondence of IP addresses or MAC addresses of the host terminals to ports, and thereafter directly transfers packets between the segments in the same layer 2 switch 200 across the VLAN segments in the layer 2 switch 200, based on the learning result.
