PROBLEM TO BE SOLVED: To efficiently produce an inorganic powder having a quaternary ammonium group on the surface without flocculation between particles and discoloring. SOLUTION: The method for producing the inorganic powder comprises a process of (A) treating the inorganic powder using a cyclic siloxane compound represented by general formula (1) (wherein R<SP>1</SP>is a 1-10C monovalent hydrocarbon group; R<SP>2</SP>is a 3-10C bivalent hydrocarbon group; X is a halogen atom, provided that n is an integer of 3-6, preferably 3 or 4) such as 1,3,5,7-tetrakis(4-bromobutyl)-1,3,5,7-tetramethylcyclotetrasiloxane, and 1,3,5,7-tetrakis(4-chlorobutyl)-1,3,5,7-tetramethylcyclotetrasiloxane, and a process of converting -R<SP>2</SP>-X into -R<SP>2</SP>-N<SP>+</SP>(R')<SB>3</SB>X<SP>-</SP>by (B) bringing the inorganic powder treated with the cyclic siloxane into contact with a tertiary amine compound (R'<SB>3</SB>N; each R'is independently an organic group) to combine the tertiary amine compound with the inorganic powder.
