<P>PROBLEM TO BE SOLVED: To provide an inexpensive operation method of a fuel cell power generation device not using a temperature rising electric heater for starting high in running cost in an operation load at the lowest load or less. <P>SOLUTION: In a partial load operation of a fuel cell power generation device using hydrocarbon such as biogas generated by methane fermentation of an organic waste or city gas as fuel, the temperature of a fuel cell is kept by using energy obtained by burning fuel used for operation of the fuel cell power generation device with a combustor 14.
