<P>PROBLEM TO BE SOLVED: To provide a two-way video communication system capable of continuing a service with proper quality. <P>SOLUTION: Transmission setting sections 11, 13 set one parameter or more among a transmission bit rate, a transmission frame rate and a transmission packet size or the like. A quality monitor section 21 monitors one parameter or more among a reception bit rate, a reception frame rate, and a reception packet size or the like. A quality monitor section 14 transmits a probe to a packet transfer apparatus 4 or a receiver side terminal 2 and calculates one or more among a network band, a packet loss rate, and a packet response time depending on the response. A quality monitor section 31 calculates one or more among a network band, a packet loss rate, and a packet response time on a path on which a video is transferred.
