PROBLEM TO BE SOLVED: To provide a sampling rate conversion apparatus whereby an amplitude characteristic of passing an arbitrary frequency can be obtained and high precision conversion can be implemented. SOLUTION: The sampling rate conversion apparatus comprises: an up-sampler 103 for inserting (U-1) pieces of zero points between each signal to increase a sampling frequency Fsi to U times; a convolution arithmetic operation unit 104 for including an FIR filter to interpolate an output signal of the up-sampler with a convolution value; and a linear interpolation block 105 for selecting two samples from an output signal of the convolution operation unit 104 of a sampling frequency UFsi to find a necessary positional value from the linear interpolation, wherein the FIR filter uses a filter coefficient of an impulse response, the transfer function H(z) is related to a transfer function Z(z), and the filter coefficient is set by relating to the frequency response of a pre-filter and by establishing a weighted approximation to a desired characteristic.
