PROBLEM TO BE SOLVED: To obtain a semiconductor integrated circuit in which countermeasures against noises when the circuit restores to a normal operation are taken. SOLUTION: The semiconductor integrated circuit is provided with a reference voltage generating circuit 1 for generating a reference voltage V<SB>REF</SB>, a capacitor 2 for stabilizing the reference voltage V<SB>REF</SB>, a protecting circuit 3 for protecting a circuit 100, a charge/discharge control circuit 4 for controlling the charge/discharge of the capacitor 2 by controlling a charging circuit 10 and a discharging circuit 12, and a stabilizing circuit 5 for stabilizing the operation of the circuit 100 by being driven until the charging of the capacitor 2 is completed when power is supplied and when the circuit restores to a normal operation. If a protection state by the protecting circuit 3 is released, the capacitor 2 is temporarily charged, and subsequently, the capacitor 2 is charged while the stabilizing circuit 5 is being driven. That means, the same operation as that of a driving sequence at the time of power application, in which the capacitor 2 is charged while driving the stabilizing circuit 5 when the circuit 100 is restored to a normal operation after the protection state is released.
