<P>PROBLEM TO BE SOLVED: To specify the generation position of the failure of a facility to be monitored without mounting any sensor on the configuring equipment of the facility. <P>SOLUTION: A failure generation detecting device 4 specifies the generating position of a failure sign based on the frequency spectrum information of an acoustic signal to be collected by sound collecting devices 3<SB>1</SB>to 3<SB>3</SB>set in the periphery of a plant 1 and the frequency spectrum information of the acoustic signal collected by the sound collecting devices 3<SB>1</SB>to 3<SB>3</SB>when the plant 1 normally operates which is preliminarily registered in a frequency spectrum DB 48.
