PROBLEM TO BE SOLVED: To efficiently carry out binding treatment without clogging waste straws even in feed of waste straws in high flow rate in an apparatus for binding waste straws in a combine harvester in which a binding mechanism is installed on one side in the vertical direction of a collecting space S for collecting the waste straws in the laterally fallen posture and on the other side in the vertical direction, a raking packer and a needle for supplying a string are installed in the space S. SOLUTION: A pair of packer arms 31a and 31b operated oppositely to a string-guiding plate 12 provided in the binding mechanism 10 is installed in parallel in the culm length direction of waste straws in the raking packer 6, and a minimum interval t2 between the top locus of the packer arm 31b positioned on the plant foot side and a string-guiding plate 12 is set so as to be larger than a minimum interval t1 between the top locus of the packer arm 31a positioned on the ear tip side and the string-guiding plate 12.
