<p><P>PROBLEM TO BE SOLVED: To provide a network management system which minimizes the delay in routing without loading a router and the network and the path setting block ratio with the node exchange power, and enables the routing on the restriction base, even in the Mandatory, Preferred conditions. <P>SOLUTION: Individual sub-network managing objects 30a-30d previously prepare and hold lists of routes between considerable starting points and end points about all nodes under management.
