PROBLEM TO BE SOLVED: To provide a charging member which has satisfactorily uniform charging property even when only a DC voltage is applied and a small resistance change due to power supply, and to provide an image forming apparatus which use the charging member, a charging method, and a processing cartridge. SOLUTION: In the charging member having at least one resin layer containing conductive particles, each of the conductive particles has a core particle and a surface layer formed of a 0.5 to 10nm thickness conductive material on the core particle, the primary particle diameter of the conductive particle is in the range of 10 to 500 nm, and the volume resistivity value of the conductive particle is in the range of 10<SP>0</SP>to 10<SP>5</SP>Ωcm.
