PROBLEM TO BE SOLVED: To provide a high performance super-abrasive wheel displaying stable sharpness in cutting over a long period by improving joining strength of a thermal spraying layer and base metal by solving a problem wherein the joining strength of the thermal spraying layer and the base metal is not sufficiently increased to cause falling of a super-abrasive layer and its manufacturing method. SOLUTION: In this wheel, the thermal spraying layer is provided on the surface of the base metal, and the super-abrasive layer is joined to the surface. When a metal film is provided on the surface of the base metal by metal thermal spraying, the rate of the thermal spraying layer in contact with the base metal is made≥70% in relation to a thermal sprayed surface of the base metal. To make the rate≥70%, the diameter of a thermal sprayed metal particle is constituted to be≤50μm. More preferably, it is desirable that the diameter is made≤30μm and the rate of the thermal spraying layer in contact with the base metal is made≥85%. In the thermal spraying layer, only one layer of arranged thermal spraying particles is enough. But when it is difficult for the thermal spraying particles to be arranged in the complete one layer, the same effect can be obtained, even in the case of many layers of 2 to 3 layers of the thermal spraying particles.
