PROBLEM TO BE SOLVED: To provide a coding apparatus for carrying out batch compression independently of occurrence of normalization. SOLUTION: A minimum detection section 10a of the coding apparatus 1 increases a value of a batch compression cell counter 6c when an index ST determined by a context of peripheral pixels of a cell is an index wherein a probability estimate value of an inferiority probability symbol takes a minimum value while a selection section 10c outputs a selection signal so that a code processing section 9 carries out no compression processing but performs only cell increment. A context generating section 2 carries out the cell increment wherein a new cell is a compression object. Thereafter, when the count of the batch compression cell counter 6c is not 0, a MULMPS processing section 9 carries out batch compression by utilizing it that the probability estimate value of the inferiority probability symbol taking the minimum value is unchanged even on the occurrence of normalization.
