PROBLEM TO BE SOLVED: To provide an apparatus which is capable of easily creating a control program requiring complicated data processing by maintaining and improving easiness of customizing by a user and facilitating mechanical maintenance depending upon display of an operating status of a machine while effectively utilizing both merits of ladder type and character type languages. SOLUTION: There are provided a numerical controller 3, a ladder type controller 4 and a non-ladder type controller 5 which are programmable controllers. The ladder type controller 5 is operated by a program 11 which is represented in a ladder diaphragm form, includes a means for displaying a ladder diaphragm relating to the present operational situation on a picture display device 19, and sets operational conditions for controlling a controlled system machine 2 according to the program 11. The non-ladder type controller 5 is operated by a program 15 which is represented in a character form such as C language, reads and executes a sequence control instruction 6b in a work program.
