PROBLEM TO BE SOLVED: To automatically and immediately notify emergency such as the steal of on-vehicle electric apparatuses. SOLUTION: There are provided an emergency call control means 11 including an emergency detection section 13 for detecting the occurrence of emergency upon a vehicle 32, and a notification means 23 for automatically contacting an emergency call acceptance organization 33 using a telephone call and/or electronic mail based on notification information P transmitted from the emergency call control means 11. On-vehicle electric apparatuses 27-29 are connected to the emergency call control means 11, and the emergency detection section 13 detects that the on-vehicle electric apparatuses 27-29 are removed and stolen, recognizes it as emergency and transmits a notification information packet P to the notification means 23.
