<P>PROBLEM TO BE SOLVED: To prevent onscreen display from being difficult to be viewed and to improve operability by not performing image quality adjustment about onscreen display. <P>SOLUTION: An onscreen generating part 21 generates an onscreen signal and generates an onscreen flag showing the superposition period of the onscreen signal in a video signal. A combining part 12 combines an image based on a broadcast signal with onscreen display and outputs the combined image. A scaling part 16 scales the combined image in accordance with the display area of a monitor 3. Meanwhile, a flag scaling part 18 scales the onscreen flag in the same manner as in scaling processing of the combined image. This makes the onscreen flag correspond to the display period of onscreen display on the combined image. Image quality adjustment does not have to be applied to onscreen display by using the onscreen display to control on/off of image quality adjustment.
