PROBLEM TO BE SOLVED: To provide toner and developer which improve image quality increase and stability of image quality in a high speed electrophotographic device, are effective for being made into maintenance free and stable for a long period and to provide an electrophotographic device with high reliability using them. SOLUTION: In the electrophotographic device which forms an image by transferring a toner image on the surface of a photoreceptor having a photoconductor layer to an image support object, the toner is particles at least containing a coloring agent, resin and an offset inhibitor and one or more kinds of electrostatic charge control agents and insulated particles are added on its surface, respectively.
