PROBLEM TO BE SOLVED: To provide a manufacturing method for manufacturing a printing plate which reduces the quantity of liquid scum occurring when a relief image is formed by directly applying laser engraving, which enables photo-setting in the atmosphere in a step of forming an original plate for laser engraving printing, and which makes little ink remain on a plate surface in printing. SOLUTION: A surface treatment method is used for the sheet-like or cylindrical laser engraving printing plate where an irregular pattern is formed on a surface by applying a laser light to the surface of the printing original plate capable of being subjected to the laser engraving, so as to make a resin removed from a part irradiated with the laser light. The manufacturing method for the laser engraving printing plate subjected to surface treatment comprises: a step of immersing the laser engraving printing plate with a treatment liquid containing at least one kind of organosilicon compound with a number-average molecular weight of ≥100 and ≤100,000 or a step of making the organosilicon compound adhere to the surface of the laser engraving printing plate by applying the treatment liquid to the surface of the laser engraving printing plate; and a post-exposure step of subsequently irradiating the surface of the laser engraving printing plate with a beam including light with a wavelength of ≥200 nm and ≤450 nm.
