PROBLEM TO BE SOLVED: To provide a water resistant substrate material which is most suitable for constructing wall, floor or the like of water use section. SOLUTION: An organic foamed board 14 having water resistance and non-water absorptiveness is joined to a water-resistant substrate board 15 for bonding a finished material with water-resistant adhesive 16. The organic foamed board 14 and the water-resistant substrate board 15 are joined and integrated with the water-resistant adhesive 16, so that a water resistant composite board has excellent heat insulating property and water resistance as a whole and total thickness is made large, so that bending rigidity of the water resistant composite body is made larger than that of a substrate board formed of a singular body. Although the total thickness is made large, the organic foamed board 14 is used and hence total weight of the water resistant composite board is not so remarkably increased as the one formed of a singular body. In addition, finished materials 13 such as tiles are adherent to a surface of the substrate board 15 and the total thickness is made large, so that the water resistant composite board can stand itself when installed.
