PROBLEM TO BE SOLVED: To prevent troubles such as slip caused by the temperature increase of a pressure roller by extending time needed for temperature adjustment between sheets of paper. SOLUTION: In the process in which a first rotor is warmed up to predetermined timing before its detected temperature reaches the target temperature of second temperature control state from the timing of shift from first temperature control state to the target temperature of the second temperature control state, constant power control is exerted so that the average value of power during this period of time is larger than a power value at which the first rotor becomes stable under the second temperature control state.
