PROBLEM TO BE SOLVED: To provide hydraulic power generation facilities performing continuous power generation using seawater or river water with small power. SOLUTION: A hydraulic turbine 12 constructing a part of hydraulic power generation facilities 10 is provided in an underground power generation chamber 11. Seawater is supplied to a hydraulic turbine 12 by a conducting tube 13 of a throttling pipe shape, and seawater after power generation is returned to sea by a column pipe 14 of a same throttling pipe shape by using a pump 15.
