PROBLEM TO BE SOLVED: To provide a wiper pivot device capable of relaxing or preventing suction of water to an air conditioner and water charge to a wiper without increasing the number of parts with a simple constitution even if high water pressure such as at heavy rain, high pressure vehicle washing or shower test is applied. SOLUTION: The wiper pivot device A is provided with a pivot holder 1 for turnably supporting a pivot shaft 2; and a flange-like seal body 6 comprising an elastic material attached to an upper end of a pivot shaft support body part 1A of the holder 1 and resiliently contacted with a peripheral edge of an opening 5 of an outer panel of a vehicle body to seal the upper end of the body part 1A and the opening 5 of the outer panel of the vehicle body. The seal body 6 is constituted such that it is formed on the pivot shaft 2 in parallel and is supported by a plurality of seal body support projections 7, 7, 7, 7 for supporting the seal body 6 from the lower side.
