PROBLEM TO BE SOLVED: To equalize a processing load and minimize processing delay even when receiving control instructions from a plurality of host devices at the same time when an object to be controlled is controlled by a plurality of control devices. SOLUTION: A process control system comprises the host devices 10 and two process control devices 12. The process control devices 12 have a means for receiving the control instructions from the host devices 10, a means for controlling the common object 17 to be controlled, a means for transmitting to the other process control device 12 and receiving a state of the object to be controlled and control reservation information, and a means for checking competition of control. The process control devices 12 have a means for transmitting to the other process control device 12 and receiving existence of the control instructions from the host devices 10 and control process execution authority information to the object 17 to be controlled. The means for checking the competition of the control is constituted so as to determine the possibility of execution of control process based on the state of the object to be controlled and the control reservation information and based on the existence of the control instructions and the execution authority information.
