PROBLEM TO BE SOLVED: To provide a technology for making a dynamic parameter compatible certainly at an encoding side and a decoding side, when the decoding side also uses the dynamic parameter used during encoding. SOLUTION: When a second raster group to be an object for coding just before a first raster group to be encoded is not a data group indicating a blank region, a dynamically variable parameter is saved before encoding of the first raster group (S1303), and the encoding result of the second raster group is outputted (S1305). When the second raster group is the data group indicating the blank region, the parameter is updated to the saved parameter (S1302), and information indicative of that the second raster group is the data group indicating the blank region is outputted (S1304).
