PROBLEM TO BE SOLVED: To provide an apparatus and a method for efficiently manufacturing an electric double layer capacitor without affecting its qualities such as electrical characteristics. SOLUTION: The apparatus comprises an airtight chamber, a means for mounting a laminate-accommodating flat vessel immovable in the airtight chamber, a nozzle for injecting an electrolytic solution into the flat vessel, a means for supplying an inert gas into the airtight chamber, a means for reducing pressure inside the airtight chamber, and a means for hermetically sealing the flat vessel. By using this apparatus, steps in the airtight chamber at least from the step of electrolytic solution injection through the step of hermetically sealing the laminate-accommodating flat vessel are implemented by automatic control.
