PROBLEM TO BE SOLVED: To provide a fixing member having a fluoro-elastomer surface layer from which toner is more satisfactorily released and which has flexibility and excellent toner release properties and durability. SOLUTION: The surface layer is constituted of fluoro-elastomer containing nonionic fluorine-based surfactant of which at least the hydrophilic group is of a polyethylene glycol type.
