PROBLEM TO BE SOLVED: To provide a surface structure for preventing a peeling, in which a concrete-structure surface layer can be constructed even under a moist state and which can be formed without using a fiber sheet by the execution of works in a short time, and a constructing method for the surface structure. SOLUTION: The layer of an epoxy resin primer, to which a silane coupling agent is mixed, is formed to the concrete-structure surface layer. The layer of 0.8 to 4 mm being composed of polyurethane or polyurea having a tensile strength of 7 N/mm<SP>2</SP>or more and a tensile rupture elongation of 50 to 800% is formed on the epoxy resin primer.
