This invention relates to a mobile picture process device of a portable terminal set for picture communication and a method aimed at reducing operations of a video coder-decoder when the terminal set is short of power supply characterizing in having the following structures: a video encoder codes a picture got from a camera and transfers it to RF module, a video decoder decodes the above mentioned picture data received from the RF module to the original to be displayed on LCD, if the cell detection part detects the electric quantity of the cell is lower than the preset value, a microprocessor cuts off the picture transmission from the above video decoder to LCD and reduces picture frames coded by said video encoder. |
