PROBLEM TO BE SOLVED: To provide an image recognition apparatus that enables high precision image recognition by reducing the effect of variation in an external element added to an input image and dispenses with the creation of dictionary data by actual imaging under a varying external variable element. SOLUTION: A variable element model creation part 8 creates a variable element model from a plurality of images picked up under a varying external element. A dictionary registration part 1 uses the variable element model to virtually add variations in the external element to images picked up under specific conditions of the external element, and extracts feature quantities to register them as an object identification dictionary. An image recognition part 2 computes similarities between an object image picked up and the object identification dictionary registered by the dictionary registration part 1 to recognize the object.
