<P>PROBLEM TO BE SOLVED: To provide a hydrogen production apparatus with high versatility that is capable of efficiently and stably manufacturing hydrogen notwithstanding the change of the raw material composition and to provide a fuel cell power generation system provided with the same. <P>SOLUTION: In the preheating actuation at the starting time of the hydrogen production apparatus 100, the combustion can be performed when the raw material gas is fed from the raw material feed part 6 to the combustion part 4 and the reforming part 2 is heated. The temperature of the reforming part 2 is detected by the reforming temperature measuring part 3. The control part 9 measures the calorific power of the raw material gas from the temperature change of the reforming part 2 that had been detected. The raw material gas composition is estimated from the calorific power in accordance with the standard data in which the relationship between the raw material composition and the calorific power at the combustion time is shown.
