<p><P>PROBLEM TO BE SOLVED: To transmit contents from a transmitting unit to two or more receiving units while a communication range and the number of receiving units are restricted according to DTCP regulation. <P>SOLUTION: When works, such as movie and music, should be circulated in one home network and prevented from being transmitted to another home network, flexibility in transmission is enhanced in a case that a communication delay time is small and should belong to a specific range with high possibility, and the flexibility in transmission is reduced in a case that the communication delay time is long and should belong to the specific range with low possibility.
