PROBLEM TO BE SOLVED: To provide an aqueous curable composition which is excellent in adhesion to a substrate having an old coating film with high hydrophobicity and a plastic substrate, has a sufficiently long pot-life and can form a coating film having a sufficient hardness, appearance, water resistance and the like. SOLUTION: The aqueous curable composition comprises a polyisocyanate (A) and an aqueous resin (B), wherein the aqueous resin (B) has a hydroxy value of 10-200 and has a molar ratio of a primary hydroxy group to a secondary hydroxy group (primary hydroxy group/secondary hydroxy group) of 5/95-55/45.
