<P>PROBLEM TO BE SOLVED: To forcedly change an authentication code held within an IC card. <P>SOLUTION: When the IC card 1 is inserted to a card reader/writer 2 and log-on is started, an authentication control means 15 reads an authentication status from an authentication status retaining means 13, and determines the state thereof. When the authentication status is in an authentication acceptable state, authentication of a user is performed by use of user secret information held in a secret code information holding part 11 and individual information held in an individual information holding means 12. On the other hand, when the authentication status is in an authentication non-acceptable state, manager secret information held in the secret information holding means 11 is collated with input secret information, and when a valid manager is recognized, the user secret information in the secret information holding means 11 is changed according to set information inputted by the manager, and the authentication status is transferred to the authentication acceptable state.
